The best way to collect all the cards using the least amount of coins is to buy Bronze Packs until you have all the Bronze cards. Keep in mind that any givin player pack must have one card you currently do not have. Keep collecting till you are getting only one non-dupe per pack and then move up to Silver. Also keep collecting that till you are getting only one non-dupe, etc. When you get to where you are getting only one non-dupe on the Ultimates, go back buy what you need to fill in the collection.
Of course in the begining you may want to buy higher level packs to better your team rating.

Here is an alternate method supplied by Brett Rash:
Collect Bronze till you get 1 non duplicate card per pack. At this point go to Silver packs. Collect Silver packs... till you get less then average of 2 non duplicate cards. At this point go back and do BRONZE cards till you get all level 65 cards.

From here you jump up to Gold packs. Collect Golds till you get average of less then 2 gold cards per packs. At this point drop back to SILVER packs and collect all cards up to 74.

From here go to Platinum packs and collect cards till you get less then 2 new cards per pack. Drop back to GOLD packs and collect till you get all cards up to 88. Go back To PLATINUM packs and collect all cards till 95.

Tony Moeaki 65 TE (Silver) of the Chiefs can only be found in Bronze packs!
Woodhead 70 (Gold) can be found in Silver/Gold/Bronze Packs
Torrain 78 (Gold) can be found in Plat/Gold/Silve/Bronze Packs
Bunkley 88 (Plat) can be found in Ult/Plat/Gold Packs
